John Moorlach: Privlege above principle

John Moorlach has long been the adversary of Rossmoor. His pet project was ridding Orange County of unincorporated neighborhoods, labelling them “island communities” — a euphemistic term, no doubt. Rossmoor voted “NO” to incorporation and annexation 7 times between 1957 and 2008, a fact Moorlach abhors.

John Moorlach served as Chairman of both Orange County Board of Supervisors and Local Agency Formation Commission simultaneously, ignoring the conflict of interest this represented to Rossmoor and other communities. Moorlach epitomizes the self-interested political tyrant willing to lie and cheat, with his concocted scheme of “revenue neutrality” that would have penalized Rossmoor citizens in the form of tax increases.

While 2nd District Supervisor of Orange County, John Moorlach promulgated the notion that Rossmoor cost Orange County $600,000 annually. Furthermore, Moorlach used this claim as a political crowbar, together with the threat of a 9% utility tax to Rossmoor residents if the 2008 incorporation measure failed.

After repeated denials of access to revenue records, the Rossmoor Community Services District resorted to the only practical means of obtaining the facts.

The RCSD hired Harvey M. Rose Associates LLC, an accounting/forensic firm. The Rose report found a $1,100,000 variance between the original Fiscal Analysis and the Super City Case Study. Instead of Rossmoor costing the county $600,000 annually, it actually saved the county $500,000.

Moorlach responded, “Whether Rossmoor is a donor to, or subsidized by the county, is irrelevant”.

Angry at losing to the “peons”, Moorlach asserted that RCSD’s hiring a firm to obtain public records was a misuse of public funds.
