The Rossmoor Community Services District Board of Directors unanimously chose to appoint James D. Ruth as the district’s new general manager at its regular meeting of November 20.
James “Jim” Ruth was selected after an exhaustive recruitment and examination of qualified candidates. The appointment is effective on December 2, 2013. Ruth will be formally introduced to the public at the RCSD’s Tuesday, December 10, regular board meeting.
Ruth’s professional experience includes working as city manager for the City of Anaheim, Interim City Manager for the City of La Habra Heights, Director of Parks, Recreation and Beaches for the City of Long Beach, Director of Recreation for Los Angeles County, as well as the Cities of Downey, Lynwood, Maywood and Huntington Park, and most recently General Manager and Labor Negotiator for the Orange County Sanitation District.
Throughout his public service career, Ruth has thrived on improving the levels of service, developing winning teams, setting high standards of excellence, and working effectively with elected boards to carry out policy direction. Having spent his professional career in various levels of government, including working for special districts, Ruth said he believes working as General Manager for the Rossmoor Community Services District will provide a unique and interesting challenge.
In the meantime, HTGroup (Consulting General Manager) will manage the affairs of the District until the date of appointment and will assist in the transition until such time as determined by the board.
“James Ruth has a tremendous breadth and depth of experience in all levels of local government. He will be a tremendous asset to the district and the Rossmoor community,” Interim General Manager Henry Taboada said.
